So. You move into a place. There is a cat who lives there. A fixed male. You realize said cat isn’t being taken care of. You start buying food and medication. You are the only one taking care of the cat. You tell the owner that the cat needs flea medication because of an allergy. She doesn’t want to spend the money even if the cat is hurting. Does she still own the cat?

The one who cares about the wellbeing of the cat is the one who owns it. Cats should be registered just like dogs as it is discrimination to do otherwise. No registration? Fines or taken away just like dogs.

I would not just sit by and watch an animal be neglected that way, if I could possibly intervene. I've done so in the past, and would again.
My cat Monkey "belonged" to someone else when she adopted me, I found out. After a neighbor informed me that the woman who had her had just recently killed one of her cats in a fold-up sofa bed....I turned around walked back home. We were buds and companions for 18 years...
